Gali Mohalla Cricket League – Official Rulebook

Preamble
The Gali Mohalla Cricket League (“the League”) is established to foster community engagement, promote
sportsmanship, and provide a platform for competitive cricket. All teams, players, and associated individuals
are required to adhere strictly to these rules. The League management reserves the right to amend, interpret,
or enforce these rules as deemed necessary to maintain the integrity of the League.

1. Game Regulations
These rules govern the structure, format, and conduct of matches to ensure a standardized and competitive experience.
1.1 Team Composition
- Players: Each team consists of 11 players: 8 active players and 3 substitutes.
- Substitutes: May replace active players for injury/valid reasons with umpire approval. Substitutes may field but cannot bat or bowl.
- Age Eligibility: Players must be 15–45 years as of registration date (proof required).
- Residency Requirement: All players must reside within the same PIN code area; verification via official documentation (e.g., Aadhaar).
1.2 Match Format
- Duration: Each match has a total time slot of 60 minutes.
- Team Time Allocation: Each team has a maximum of 40 minutes to complete its innings (batting or bowling).
- Negative Marking: Exceeding 40 minutes incurs a penalty of 5 runs per minute (deducted from batting team’s total or added to opponent’s target if bowling).
- Overs: Maximum of 10 overs per innings.
- Power Play: First 4 overs are Power Play with fielding restrictions (e.g., max 2 fielders outside 30-yard circle) as specified by the umpire pre-match.
- Bowling Quota: Minimum of 5 bowlers must be used; no bowler may bowl more than 2 overs (compulsory).
- Chase Rule: Matches follow a chase format. In case of a tie, a Super Over determines the winner unless otherwise specified by management.
- Playing Conditions: Matches are played on grass-covered grounds using a standard tennis ball.
1.3 Gender Inclusivity
- The League is open to all genders with identical rules for all participants.
- Format: Separate leagues for Male and Female categories.
2. General Conduct & Participation Guidelines
These rules ensure a disciplined, safe, and respectful environment for participants, spectators, and officials.
2.1 Attendance & Punctuality
- Arrival: Teams must arrange their own transport and arrive at least 30 minutes before the scheduled match time.
- Delay: Failure to report on time results in automatic disqualification. Opponents may be awarded a walkover.
2.2 Discipline & Compliance
- Behaviour: Maintain the highest standards of decorum and follow instructions of League management, umpires, and venue officials.
- Sanctions: Verbal/physical misconduct or defiance may lead to immediate disqualification from the match or the entire League.
2.3 Dress Code
- While no strict uniform is mandated, players must wear appropriate cricket attire, including non-marking footwear suitable for grass.
2.4 Prohibited Items & Activities
- Food & Beverages: Not allowed on the field or in restricted areas (water provided for hydration).
- Electronics: Phones, tablets, smartwatches, and other devices are prohibited on the field and in restricted areas during matches.
- Substances & Items: No smoking, alcohol, drugs, tobacco, or illegal items. Possession or use of weapons is prohibited.
- Penalties: Violations lead to immediate disqualification; management may involve law enforcement if required.
2.5 Health & Safety
- Medical Eligibility: Players with medical conditions posing risk (e.g., cardiac/respiratory) may not participate; declaration (and possibly a medical certificate) is required.
- Identity Verification: Carry Aadhaar (or equivalent ID) and a self-attested photocopy to the venue.
- Indemnity Bond: All players must submit details and sign an indemnity bond before their first match.
- Personal Responsibility: Players are individually responsible for discipline, decorum, and personal safety.
2.6 Registration & Fees
- Fees: Registration fees are non-refundable under all circumstances, including disqualification or withdrawal.
- Verification: Submit proof of age, residency (matching team PIN), and other required details during registration.
2.7 Spectators
- Permitted: Parents and siblings may attend, subject to venue rules and decorum.
- Restricted Areas: Spectators are not allowed on the field or in restricted zones; violations may result in removal from the venue.
3. Management & Authority
3.1 Liability
- Accidents: The League, its officials, and affiliates are not responsible for accidents, injuries, or damages. Participation is at players’ own risk.
- Property Damage: Players/spectators are liable for any damage to venue property; management may seek compensation.
3.2 Decision-Making Authority
- Umpires: Umpire decisions are final and binding in gameplay, interpretation, and disputes. No appeals entertained.
- Management Discretion: Management may take discretionary decisions on rule enforcement, scheduling, eligibility, and operations.
- Disputes with Officials: Arguments or disrespect toward umpires/management results in immediate disqualification.
3.3 Rule Amendments
- Management may amend, modify, or interpret rules to ensure smooth conduct; changes will be communicated via official channels.
